MEMORANDUM OF AGREEMENT

This MEMORANDUM OF AGREEMENT, made and entered into by and between:

The LYCEUM NORTHWESTERN UNIVERSITY, a foremost university of Pangasinan, with official address at Tapuac District, 2400 Dagupan City, Philippines, represented by its President DR. GONZALO T. DUQUE, herein referred to as “L-NU”;

The PANGASINAN WRITERS ASSOCIATION, an aggrupation of poets, short story writers, novelists, drama writers, historian and creative writers, herein represented by SANTIAGO B. VILLAFANIA, hereinafter referred to as “PWA”;

The ULUPAN NA PANSIANSIAY SALITAN PANGASINAN, INC., an association of Pangasinenses for the preservation of the Pangasinan language, with official address at the PSU, Lingayen, Pangasinan, and represented herein by its President, DR. LINDA R. ANDAYA, hereafter referred to as “ULUPAN”;

The ASSOCIATION OF WRITERS AND AUTHORS FOR REGIONAL DEVELOPMENT, INC., a legally existing organization of writers and authors with official address at Dagupan City, organized by the National Book Development Board, represented herein by JAIME P. LUCAS, its President, and hereinafter referred to as “AWARD”;

WITNESSETH

WHEREAS, the L-NU is a leader as institution of higher learning in various areas of the educational pursuit including Research and Development;

WHEREAS, the PWA is an association of local poets, short story writers and authors, creative writers including historians;

WHEREAS, the ULUPAN is an association primarily involved in the preservation of the Pangasinan Language, culture and tradition;

WHEREAS, the AWARD is a Regional association of writers and authors of the provinces of Ilocos Norte, Ilocos Sur, La Union and Pangasinan in pursuit of literary and book development;

WHEREAS, there is a felt need among Pangasinenses of a center for Pangasinan studies which shall serve as a primary Research and Information Center on all aspects of Pangasinan and its people, and which likewise shall serve as Liaison Office that can coordinate cross cultural programs, educational programs projects and activities of Pangasinan and its contribution to Philippine culture; and finally as a repository of materials, artifacts, writings and researches about Pangasinan and its People;

WHEREAS, the Parties herein named and represented agree to support the establishment of such a Center;

NOW THEREFORE, for and in consideration of the above premises, the parties hereby agree to pool their resources and efforts together to establish and operationalize the Pangasinan Studies Center at the Lyceum Northwestern University, Tapuac District, Dagupan City to serve as a research center, a liaison office and a special library and repository of all research, writings, lectures and publications related to Pangasinan culture, history and development.

Specifically the above parties accept the following roles and responsibilities:

I. L-NU shall:

1. Provide an office space, enough to house a library and a lecture venue;

2. Appoint or designate from its Faculty and Staff a Research Director, Assistant Director and at least one staff;

3. Provide computers with complete accessories possibly with an internet connection;

4. Provide audio-visual equipments;

5. Provide microfilm supplies.

II. PWA Shall:

1. Provide the Center, copies of all their publications and works or writings;

2. Assist in gathering other research materials about Pangasinan history, its people, culture, tradition and development;

3. Assist in establishing linkages and contacts with other similar centers existing in the country and abroad;

4. Provide lecturers, trainers and other manpower as need arises;

5. Assist and participate in researches initiated by the Center.

III. ULUPAN shall:

1. Assist in providing all its publications to the Center;

2. Help the Center in gathering, collecting other materials about Pangasinan history, culture, tradition and development;

3. Assist in collecting works of Pangasinenses in any field of endeavor for deposit or loan to the center;

4. Provide additional manpower assistance, as need arises;

5. Provide lecturers and trainers during seminars and workshops.

IV. AWARD shall:

1. Provide copies of all its publications to the Center;

2. Mobilize and encourage its members from Pangasinan to participate in research work initiated by the Center;

3. Support the Center by providing lecturers, trainers and researchers from its members;

4. Assist in the gathering and collecting of additional materials for the Center about Pangasinan.

MOA was signed on the 24th of September, 2003 in time with the 34th Foundation of the LYCEUM NORTHWESTERN UNIVERSITY.


In the News: Literature and poetry experts to meet in Kuching

Two international literary events will be held here next month in conjunction with Sarawak’s Ruby Jubilee celebration of independence.

The first, a gathering of literati from the Brunei-Indonesia-Malaysia-Philippines East Asean Growth Area, would meet on Oct 9 and 10 to discuss cultural co-operation and development in the region.

The meeting themed “Tradition of Literature in Consolidating Economic and Social Relations” is jointly organised by Dewan Bahasa dan Pustaka (DBP) Sarawak, Sabah Language and Literature Council, South-East Asia Literature Council, Gapena and Angkatan Sasterawan Sarawak.

Two Kalimantan theatre groups – Sanggar Theatre Banjarmasin and Taman Budaya Kalimantan Barat – would perform at the meeting.

The second international event is a poetry recital on Oct 11 which would explore the hows and whys of writing poems about cities.

Poets from Kuala Lumpur, Kuching, Bangkok, Jakarta, Manila, Moscow and Singapore have been invited to participate in the recital organised by DBP Sarawak.
