assessing the pro-English (Gullas et al.) and multilingual (Gunigundo) bills

B A C K G R O U N D
In the last quarter of 2008, the House Committee on Basic Education and Culture and the Committee on Higher Education passed House Bill 5619 entitled "Strengthening and Enhancing the Use of English as the Medium of Instruction Act." The proposed measure consolidates House Bill Nos. 230, 305 and 446 filed respectively by Reps. Luis R. Villafuerte (2nd District, Camarines Sur), Eduardo R. Gullas (1st District, Cebu) and Raul V. del Mar (1st District, Cebu City). The said bill will be discussed in the plenary session after the House reconvenes on January 19, 2009.
As a countermeasure to the pro-English bill, early in 2008, Rep. Magtanggol T. Gunigundo (2nd District, Valenzuela City) filed House Bill No. 3719 entitled "The Multilingual Education and Literacy Act."
It promotes the use of the mother tongue as the medium of instruction. These two bills will be examined in this lecture-forum, especially as they relate to providing quality education for all. An overview of language-in-education policy and practice in other parts of the globe will also be presented.
