I just got back from Pangasinan. I was not able to meet Dir. Jaime P. Lucas due to typhoon (again). We are supposed to discuss about the formation of Urduja Creative Writers Association (UCWA). I went to PSU Lingayen instead to get some copies of the new issue of the Balon Silew . There's a lot to be done to improve out local magazine as I've noticed a lot of errors and typos . We really need more writers in Pangasinan and, of course, literary patrons to support our organization and publication financially. Also submitted two articles and some poems in Pangasinan for the next issue of the Balon Silew. Hope to attend the next meeting of the Ulupan na Pansiansia'y Salitan Pangasinan . I wonder what ever happened to the AWARD-I. They missed a few meetings already. I hope their effort is not just another "ningas-kogon" .

"The fruits of Philippine bilingual policy, with its emphasis upon English language skills, have made the Philippines into a great 'export country' of mainly manual and semi-skilled labour and semi-professionals, providing much needed sources of funds through the remittances which migrant workers send home to their families (Alburo, 1993). The essential tension in the Philippine bilingual policy rests in its neglect of the students' home languages and their inadequate competence in English, especially in the rural areas, on the one hand, and the continued use of English and Filipino as the only languages of education, on the other. The economic loss to the country through so many rural youth dropping out of school before they reach school leaving age, and the linguistic deficiencies of those who succeed in completing only part of their school education, represents a loss to the social and economic well-being of the country." -- ...
